Meet Our Team: Don Bloom

Don Bloom, President, co-founded Penn Care in 1987 with the former Shawn Bryant. Don was a Field Paramedic for several years. This in turn led to Don being the Former EMS Director at Trumbull County Vocational School (Warren, Ohio) and the EMT Instructor for Ohio Department of Education.

Additionally, Don specializes in developing mass fatality plans and is also an active speaker for many Disaster training groups where he has spoken both regionally and nationally on Disaster-related topics. Don is the author and developer of the Victim Identification Profile (VIP Program) used by the National Disaster Medical System (NDMS)/Disaster Mortuary Operational Response Team (DMORT); the program collects data and helps identify remains in mass fatality responses. The VIP is a software program that has been used since 1994 for all mass fatality events where Federal Government assistance has been requested. Don has also personally responded to disasters including US AIR Flight 427, Delta Comair Crash, Korean Air Crash, Hurricane Floyd, Egypt Air Flight 990, Alaska Air Crash, Shanksville Flight 93, World Trade Center, Hurricane Katrina, and Comair Flight 5191.

He is an avid outdoorsman enjoying golf, skiing, and jet skiing. He and his wife Pam enjoy traveling together.  They reside in Canfield, Ohio.
